At tonight’s city council meeting in Pleasant View, the Board of Mayor and Aldermen unanimously voted against the rezoning of the acreage off of Hicks Edgen where developer Dennis Devine wishes to build an upscale apartment complex.
“I have to go with my town,” said Alderman Heather Hardwick, who made initial motion to deny the controversial rezone.
Last month, dozens of residents attended a town hall-style meeting to speak their minds on the potential rezoning (R-2 residential to RPUD), calling it a “terrible move” and “not in the best interest of the town.” Many attended the meeting tonight to echo those sentiments during the public forum.
Residents cited many reasons for their disapproval: safety, infrastructure, traffic, crime, drainage and trash accumulation on Hicks Edgen Road, the extra burden on emergency services, school overcrowding, decreased property value, and the loss of the “small-town feel.”

New Business:
Approval of Flag Retirement Pit at Pleasant View Community Park Veteran’s Memorial site. Project to be completed by Robert Aaron Dobbs of BSA Troop 514 for his Eagle Scout project. APPROVED
Payment of $100,000 to the Pleasant View Volunteer Fire Department for 2019-2020 and 2020-2021 ladder truck payments. APPROVED
Expenses in the amount of $6,704.00 to Cumberland Electric Membership Corp. for electrical work at Pleasant View Community Park. APPROVED.
City Electric Supply was selected to provide electrical supplies for work in preparation for the LPRF grant project in the amount of $3,135.97.
Memorandum of Agreement with Ellis Family for walking trail easement and sidewalk easement on property next to Pleasant View Community Park. APPROVED
Approval for the Mayor to sign the Easement Agreement with Pleasant View Utility District for the detention pond property. APPROVED
KC Littlejohn, nominated by Vice Mayor Bruce Drake, was appointed to the Parks and Recreation Board for a three-year term set to expire July, 2023.
Jill Niccolich, nominated by Alderman Heather Hardwick, was appointed to the Parks and Recreation Board for a three-year term, her second, set to expire July, 2023.
Expenses in the amount of $3,750.00 to Hanover Specialties for sealing the playground mulch at Pleasant View Community Park. (This work was scheduled and approved in the 2019-2020 Fiscal Year but was unable to be completed due to the pandemic.) APPROVED
Also at the meeting, Mayor Perry Keenan presented Heather & Phil Harant with the “Jeep of the Year” award for their 1978 CJ-5 rebuild.
